An enquiry that does not say which of these it belongs to invites the wrong offer. The same line list priced for an Abu Dhabi operator project and for a Jebel Ali trading order looks nothing alike, because one is driven by compliance and the other by availability.
Certification, Inspection and Packing
Material is supplied with EN 10204 3.1 certificates as standard and EN 10204 3.2 certificates on request. Third-party inspection by the buyer's nominated agency can be arranged, and the requirement should be stated in the enquiry rather than raised after the order, because it changes the release sequence at the mill. Where a project runs to an operator or EPC material specification, send that document with the enquiry.
Packing is specified for sea freight and for storage in Gulf conditions: end caps and bevel protection on pipe, face protection on flanges, and separation of stainless, duplex and nickel alloy items from carbon steel handling equipment so iron contamination does not reach a finished surface. Where material will sit on site before installation, say so at enquiry, because outdoor storage in coastal humidity needs a different preservation specification from material going straight into a fabrication shop.

Why is the UAE described as more than one procurement market?

Does free zone delivery change a material order?
It changes the documentation rather than the material. Free zones have their own customs treatment, and material that later moves into the mainland or is re-exported carries that history in its paperwork.
What should be stated instead of just the city?
The customs status of the delivery point. Jebel Ali free zone and Dubai mainland are not the same destination on a shipping document.
What makes UAE upstream material requirements severe?
Abu Dhabi's sour gas development is among the most severe in the world for hydrogen sulphide and carbon dioxide, which pushes selection into corrosion resistant alloys and clad construction.
